Distribution and connection from the consumer side

The distribuidora owns and operates the physical grid in a given area, while the comercializadora is the company that bills the customer for the energy supplied. A household or small business in Spain cannot choose its distribuidora, but it can choose its comercializadora. What is the difference between the distribuidora and the comercializadora?

The distribuidora is the regulated grid operator. It holds the concession for a geographic zone, builds and maintains the lines, transformers and substations, installs and owns the meter, and performs the physical connection or disconnection. Its revenue comes from regulated tolls and charges, not from the energy price itself. The comercializadora is the retail supplier. It buys energy in the wholesale market or through bilateral contracts, sets a retail price or tariff, issues the bill and handles customer service. In Spain the two roles were separated when the market was liberalised, and the same holding may own both a distribuidora and a comercializadora, but they are legally distinct companies with separate accounts. For a hydrogen project, the same split appears at a larger scale. An electrolyser connected to the transmission or distribution grid will have a grid operator that authorises and manages the connection, and a separate supplier that sells the electricity. The consumer side is not so different from a household: the physical interface is controlled by the grid operator, the commercial relationship by the supplier. How do I find out which distribuidora covers my area and who to call?

The distribuidora is assigned by the zone where the supply point is located, not by the customer's choice. The most direct way to identify it is the CUPS code, the unique supply point identifier printed on any invoice. With that code, the Comisión Nacional de los Mercados y la Competencia (CNMC) publishes a list of distribuidoras and their contact details, and the comercializadora is also obliged to tell the customer which distribuidora corresponds to the supply point. In case of a power cut, the first call is to the distribuidora, because it operates the network and knows the state of the line. In case of a billing question or a contract change, the first call is to the comercializadora. For a small business, the same rule applies. The invoice shows both the comercializadora's brand and, in the small print, the name of the distribuidora. If the invoice does not show it, the customer can request it from the comercializadora or look it up by CUPS on the CNMC's public information pages. The distribuidora is also the entity that handles new connection requests, extensions of capacity and the physical installation of the meter.

How does the smart meter work and how are readings taken?

In Spain, the smart meter (contador inteligente) is a remote-managed device owned by the distribuidora. It records energy consumption in hourly intervals and stores the data locally. The distribuidora reads it remotely through the communication channel, typically power line communication or a mobile network, and sends the readings to the comercializadora for billing. The customer does not need to send a reading in most cases, although some distribuidoras still allow or request it if the remote link fails. The meter also allows remote operations: changing the contracted capacity, connecting or disconnecting the supply, and updating the time-of-use periods. For a household, this means the invoice can be based on hourly consumption and on the contracted capacity (potencia contratada), with tolls applied per period. What appears on a domestic electricity invoice?

Regulated tolls and charges (peajes y cargos) are included in the energy term or shown separately depending on the tariff. The meter rental (alquiler del contador) is a small fixed amount. Taxes, mainly VAT and the electricity tax, are added at the end. The invoice also shows the CUPS, the distributor's name, the tariff name and the reading dates. Errors are common in the reading dates, in the applied capacity or in the tariff. The customer can request a line-by-line explanation from the comercializadora and, if the answer is not satisfactory, file a claim with the distribuidora and then with the CNMC. The consumer protection framework in Spain gives the customer the right to a clear invoice and to a response within set deadlines.

What rights and procedures apply to claims and self-consumption?

Claims follow a defined path: first the comercializadora's customer service, then the distribuidora if the issue is technical, then the regional consumer authority or the CNMC. The bono social is a discounted tariff for vulnerable consumers, with eligibility criteria set by the government. The PVPC (precio voluntario para el pequeño consumidor) is the regulated tariff for small consumers, linked to the wholesale market. Self-consumption with surplus (autoconsumo con excedentes) requires a meter adapted to measure both directions of flow, and the surplus can be compensated or sold under the applicable rules. For a hydrogen project, the same categories appear in a different form: the connection agreement, the metering arrangement and the regulated charges are all part of the electricity cost of production. Understanding how the consumer side works is useful because the same grid rules, the same meter logic and the same split between grid operator and supplier apply at every scale.
